Before a single column of steel went up, 350 households — about 1,500 people — packed what they owned and left, and the ground where their homes had stood was scraped flat. That was 2008, and it was the least expensive part of a nine-billion-dollar project. Everything that has happened since on this stretch of the Thanh Hóa coast — the crude jetties, the storage farm, the flare stacks that mark the horizon at night — sits on land that was somebody's village first.
